On the afternoon of November 19, an experts assessment meeting was held for the planning of Dalian General Aviation Industrial Park at Jinzhou New Area. Wang Yanhui, deputy director of the Administrative Committee of Jinzhou New Area, chaired the meeting. Persons in charge from the local government Planning and Construction Bureau, Environmental Protection Bureau and Trade and Economic Bureau, and Dengshahe Harbor Industrial Zone attended the meeting.
At the meeting, Zhao Jiaguo, president of Uniworld Group of the United States, Patti Sapp, president of American India-US Airways, Gao Yuanyang, professor of Beihang University, Yang Tingkuo, senior managing director of Chengfei Corporation of AVIC I, and relevant persons in charge from Civil Aviation Dalian listened attentively to the proposals and plans: Proposal for a Touch-and-Go Runway at Dalian General Airport, Regulatory Plan for Dalian General Aviation Industrial Park, etc., and put forward comments and suggestions on the planning, construction and development of the park.
In his speech, Wang Yanhui said that the State Council and the Central Military Commission proposed opinions to Deepen Reform of Low-Altitude Airspace Management recently, and broke the ice to open China s low-altitude airspace, thus, bringing a spring to China s general aviation industry. With a planned area of 13 square kilometers, Dalian General Aviation Industrial Park will mainly develop aircraft assembly, parts manufacturing, aviation logistics, aviation education & training and air travel. With joint efforts of relevant departments, everything in the park is going smoothly. The plan for the temporary landing runway is to be approved by the end of the year; infrastructure projects will start up before the end of the year; investment recruitment has been carried out, with 7 or 8 projects undergoing negotiations, including sport aircraft, seaplane manufacturing and training schools which will be backups for the park in future. Wang said that general aviation is of great significance in industry upgrading, aviation economy, regional hub creation, personnel training and urban upgrading. The New Area has typical advantages for the development of the general aviation industry; therefore, we must seize the opportunity, develop it as a pillar industry and make it a new economic growth point of the New Area in its future development.
