Yesterday, the comprehensive exploitation project of Changshan Islands Tourist Holiday Resort was launched in Guanglu Island, Changhai County. Vice Governor Bing Zhigang and Mayor Li Wancai attended the launching ceremony and made speeches. Ju Wenhua, deputy director of Dalian People's Congress Standing Committee, Lou Yuhua, vice chairman of the Dalian Municipal CPPCC, and Assistant Mayor Jiang Zhou were present at the ceremony.
In December last year, Changhai County Government signed a cooperation agreement with Dalian Haichang Group. With a year s thorough preparation, the comprehensive tourism exploitation project, with the largest investment in history, the strongest driving power and the most extensive radiation, started up. Dalian Haichang Group will spend huge sums to exploit 6 of the Changshan Islands: Guanglu Island, Gexian Island, Haxian Island, Guapi Island, Xiaochangshan Island and Hongzidong Island, and to develop other projects such as a Yacht Marina, a Fisherman s Wharf, a Hot Springs Convention Center and a Diving Club. With the islands as the theme, they will design on the concepts of leisure, summer tourism, sports and health, and life experience to make everywhere in Changshan Islands thematic, each island with its unique scenery and characteristics.
On behalf of the Liaoning Provincial Committee of the CPC and the Provincial Government, Bing extended his congratulations on the launching of the project. He said that, as the major supported area in the Liaoning Coastal Economic Zone, Changshan Islands shoulder the responsibility for expanding Dalian s development space, improving integrated tourism services and enriching the industrial connotation of the Liaoning Coastal Economic Zone. In recent years, with the close attention and great support of the province and the city, the people of Changhai have developed the island rapidly with their hard work, making the area full of vitality, in particular by working out a plan for Changshan Islands Tourist Holiday Resort.
Haichang Group, a representative of Dalian s outstanding private enterprises, has taken the lead in developing Changshan Islands tourism, Bing continued. The Liaoning Provincial Committee of the CPC and the Provincial Government greatly appreciate their strategic vision and substantive moves. He expects that Haichang Group will make a world-class high-end tourism product with their high level of planning, high standard of construction and highly efficient management, building Changshan Islands a world renowned island tourism resort with a beautiful eco-environment and high-end industrial structure. Meanwhile, with the project as an opportunity, Changhai Party Committee and the County Government should extend their cooperation with Haichang Group to set off Changshan Islands for a large opening and great development; Dalian Party Committee and the Municipal Government should, in macro-urbanization, build Changshan Islands into a blue tourism economic circle in the Northeast as well as in China with wider opening-up and more effective measures.
Li Wancai said in his speech that Dalian is now, with macro-urbanization as a vehicle, completely implementing the strategy of opening and developing the Liaoning Coastal Economic Zone and stepping up the Three Centers, One Cluster , during which, Dalian will focus on the development of coastal tourism to establish a tourism industrial economic circle. The startup of the project will make Changshan Islands a new growth pole of the coastal tourism industrial economic circle, turning it into a hot spot for new development in the Liaoning Coastal Economic Zone, so as to improve the modern service industry and comprehensive service functions of Dalian as well as of Liaoning.
The Dalian Party Committee and the Dalian Municipal Government attach importance to the construction of Changshan Islands Tourism Holiday Resort; we will provide it with stronger support, better services and greater guarantees to promote the project with high quality, at a high level and with high efficiency, building the resort as an excellent demonstration project of Dalian s modern service industry, and a tourism resort famous both at home and abroad.
Li Hengrui, executive chairman of the Board of Dalian Haichang Group, said that they will increase investment, with the concept of green business: environmental protection, energy saving, emission reduction and low-carbon. A Historic Start
It is indeed gratifying that Changshan Islands Tourist Holiday Resort has started up. This is the first large comprehensive exploitation project since the establishment of Changhai Country, which will effectively integrate the tourist resources of the only eco-islands in the Northeast, making it an international summer resort, China s first island holiday resort and world renowned island tourism destination. It will enrich and improve the national strategic industrial structure of the Liaoning Coastal Economic Zone to promote Dalian s macro-urbanization. We expect that the project will plan to high standards, start at a high initial point and develop at a high level, becoming an international-oriented iconic tourism development project in China, and we expect that the development and construction of the resort will shape its image and scale early and complete early in accordance with what the provincial leaders require.
