Parking fines for all

Non-motor vehicle drivers will be fined 20 yuan ($3.05) for illegal parking, according to the latest Beijing parking regulations, issued Monday.
Bicycles, tricycles and special pedicabs for the disabled must be parked in designated lots. Violators who refuse to pay the fines will face detention of their vehicles, the Beijing Daily reported.
The regulations also stipulate that parking lots will be fined 500 to 1,000 yuan for loose management that leads to loss or damage of vehicles.
