China Longyuan Convoked the Second Session of Its First Congress of Staff Members and Workers & the 2010 Work Conference

From February 1, 2010 to February 2, 2010, China Longyuan Power Group Corporation Limited formally convoked the second session of its First Congress of Staff Members and Workers & the 2010 Work Conference in Beijing. Mr. Yang Haibin, one of the members of the Leading Party Group and a vice president of China Guodian Corporation attended the meeting and delivered a significant speech while all members of the leadership of China Longyuan Power Group Corporation Limited were present at the meeting. On the meeting, Mr. Xie Changjun, President of China Longyuan Power delivered a work report with a title of Strive for and Seize Opportunities, Invigorate the Enterprise, and Build up an Internationally Top-grade Listed Company Engaged in the Development of New Energies in which it was pointed out that in 2009, China Longyuan Power, which was faced up with the severe situation for both the production and the management and the burdensome transformation and development tasks, had been focusing on the central tasks to bring into effect both the group strategy and the internationalization strategy and take the lead in terms of strategy, management, technologies, and benefits, encouraging itself and advancing bravely, thus having fulfilled the tasks to ensure the fulfillment of the annual objectives for wind power installed capacity and the maintenance of its status as a leading domestic wind power enterprise, ensure that the objective of 7 billion kmh for wind power generation can be realized and build up the brand of China Longyuan Power for wind power management, ensure that favorable economic benefits can be realized and continue to maintain favorable management achievements, ensure that the management can get internationally integrated and explore to implement the going out strategy, ensure that the overall transformation could be successful so as to solve all problems for the company s long-term development. In 2009, China Longyuan Power has made the following achievements: it has got successfully listed in Hong Kong and realized phased breakthroughs for its development; its production safety management has been improved to a new and higher level and its operating performance has been obviously improved; its management foundation has been further solidified and outstanding achievements have been made in terms of the buildup of management and talent teams; its Party construction and construction of spiritual civilization have been fully enhanced.

Xie Changjun pointed out that externally, challenges and opportunities coexisted; internally, pressures and advantages coexisted. Mr. Tian Shicun, Secretary of the Party Leadership Group and a vice president of China Longyuan Power, delivered a concluding speech. On the meeting, three resolutions were examined and adopted on the President s Work Report, the Report on the Execution of China Longyuan Power s 2009 Comprehensive Plan and the Development of China Longyuan Power s 2010 Comprehensive Plan, and the Report on the Execution of China Longyuan Power s 2009 Financial Budget and the Development of China Longyuan Power s 2010 Financial Budget Arrangement. As arranged, Deloitte Consulting and Clifford Chance had respectively offered trainings on informatization construction and the supervision over listed companies in Hong Kong. Also, commendation was given to the 2009 Advanced Units and Individuals of China Longyuan Power and the Advanced Units and Individuals engaged in China Longyuan Power s Listing in Hong Kong and respective 2010 goal responsibility contracts were signed with carious corresponding subordinate units.

Personnel in charge of relevant departments of China Guodian Corporation attended the meeting as well. Personnel in charge and representatives of staff member and worker in various subordinate units of China Longyuan Power attended the meeting while all staff members and workers at the headquarters have attended the meeting as nonvoting delegates.
