Yesterday morning, a mobilization meeting for large-scale greening and forestation was held at the assembly hall of Dalian Party Committee. Xia Deren, member of the Standing Committee of the CPC Liaoning Committee and secretary of the Dalian Party Committee, and Li Wancai, deputy secretary of the Dalian Party Committee and mayor of Dalian, stressed at the meeting that we should implement the spirit of the 17th National Congress of the CCP and the scientific concept of development, focus on the construction of ecological culture (including forestation), build Dalian into a national forest city, try to pioneer a path of civilized development featuring a thriving economy, an affluent life and a sound eco- system and create a good eco-environment for the establishment of Dalian as an important international city in Northeast Asia and the promotion of Dalian in the new strategic development leap forward. Liu Junwen, chairman of the Dalian CPPCC attended the meeting.
Xia Deren pointed out that building an ecological civilization is a new task for implementing the scientific concept of development, a development new to our Party in governing and rejuvenating the country and a new target for ecological construction. Large-scale greening and forestation is an urgent need in building an ecological civilization and in the implementation of the scientific concept of development; a necessary condition for the improvement of the city s competitiveness and level of urban civilization, and a popular-support project benefiting future generations with pains for the moment and gains for the millennia. The Party committees and the governments at various levels should, through dialectical thinking, objectively and comprehensively analyze Dalian s forestation work, put problems in proper perspective and increase awareness of the importance of the work from a higher level of strategic thinking.
The large-scale greening and forestation, Xia went on, will be an unprecedented event in the history of the Dalian forest industry as well as an important act of pacing the whole province and the entire nation. We must focus on the goal of building Dalian into a national forest city and developing a green Dalian in accordance with the requirements of the meeting, to take the task seriously and do it well. We must fully implement planning, funding and responsibility; formulate an overall plan, put timely funds in the right place and enhance our sense of responsibility. We must mobilize all the citizens to plant trees to form a great wave for large-scale greening and forestation throughout the entire city. We should encourage scientific forestation - the right tree for the right land and the right time - to ensure the survival of planted seedlings and to improve the quality of forestation; pay equal attention to planting and managing; continue to attach importance to forest protection by closing the mountain and prohibiting pasturage, and seriously deal with the illegal destruction of forests. We will also step up the supporting institutional reform of collective forest rights to bring full play to the farmers initiatives for planting and managing so that they benefit from the reform.
In his speech, Li Wancai said that the large-scale greening and forestation project is the key step for us to build a national forest city, an urgent need of macro-urbanization, a fundamental way to develop a green Dalian and to achieve sustainable development, and a benevolent-rule project to benefit people and to improve the ambiance of Dalian as an ecological and livable city. We should clarify the goals and priorities to step up large-scale greening and forestation. We should seize the opportunity and launch a campaign with clear objectives and early deployment in order to promote urban greening, road greening, new countryside greening and forestation, and the forest park construction project.
Li Wancai requested that we must make efforts in specifying and perfecting the plans and measures since we have been clear about our tasks and requirements. We should create and establish new systems to effectively promote the forestation. We must increase input, enhance services and standardize management to improve effectiveness. With an over-all plan, we should accelerate some major projects to high standards and ensure the successful accomplishment of the task.
Cao Yuan, director of Liaoning Provincial Forestry Department, attended the meeting and made a speech. He affirmed the achievement of Dalian s greening and forestation and expectss that Dalian will step up the ecological construction, make greater progress and reach the goal of building Dalian into a national forest city.
In 2010, Dalian achieved greatly in the greening and forestation effort. The forest coverage is 41.5% and the afforestation coverage is 42.99%. Dalian has been awarded as National Afforestation Model City. In 2011, Dalian will take urban and rural roads, the main city area, new areas, new countryside and eco-afforestation as major components of large-scale greening and forestation with the organization of the governments, responsibility from the relevant departments and the participation of the entire city. The total 2011 input will be 100 billion, tree planting 340 million, an area of 117.5 hectares; compared with 2010, there will be an increase of 2.3 times, 2.4 times and 2.9 times. The afforestation coverage will reach 47.31%, 4.32 percentage points higher than 2010. 6882 construction projects will be completed, among which 2572 are major projects with larger scale, more input and higher standards, and the other 4310 will be general projects. Dalian will spare no efforts to accomplish 10 greening and forestation projects: Road Greening, New Area Greening, Main City Area Greening, New Countryside Afforestation, Ecological Greening, Greening-fund Forestation, Ecological River Greening, Forest Park Construction Project, Economic Forests Construction Project and Forestry Nursery Stands.
At the meeting, some advanced organizations and individuals for greening and forestation in 2010 were commended. Chief leaders from the boroughs and economic pilot zones submitted their Duty Agreement on 2011 Large-scale Greening and Forestation to the Dalian Municipal Government. The leaders from Dalian Free Trade Zone, Puwan New Area and Ganjingzi District made speeches respectively.
Vice Mayor Sun Guangtian read out the Implementation plan for Dalian Large-scale Greening and Forestation 2010. Vice Mayor Zhang Jun presided over the meeting. Qian Zhongjie, deputy director of Dalian People's Congress Standing Committee Xu Changyuan, director of the Administrative Committee of Changxing Island Harbor Industrial Zone, Dong Chengfa, director of the Administrative Committee of Dalian Huayuankou Economic Zone, Lu Lin, director of the Administrative Committee of Dalian Free Trade Zone Luan Qingwei, director of the Management Committee of Dalian Hi-Tech District, and Assistant Mayor Jiang Zhou attended the meeting.
