The National Experience-Sharing Conference on Deepening Government Affairs Publicity and Promoting Government Affairs Service was held in Hohhot of Inner Mongolia Autonomous Region on June 29. He Yong, Secretary of the Secretariat of the CPC Central Committee and Deputy Secretary of the CPC Central Commission for Discipline Inspection participated in the conference and delivered a speech. He stressed that energetic efforts should be made to enhance the construction of the government affairs service system with the government affairs (administrative) service center as the major bearer and the deepening of the administrative management system reform and the construction of a service-based government as the goal, starting from promoting government affairs publicity and the reform of the administrative examination and approval institution.

He Yong pointed out that under the strong leadership of the CPC Central Committee and the State Council since China s reform and opening up to the outside world, various regions and departments have energetically reformed the institution of administrative power operation starting from strengthening the construction of the government affairs service center, changed the government functions to promote the construction of the service-based government focusing on the central tasks and serving the overall needs of economic and social development, protected people s legal rights and interests under the principle of putting people first, improved the comprehensive effects of government affairs service through coordinative promotion, enhanced the vitality of government affairs service through reform and innovation, greatly promoted government function changes and management innovation, standardized administrative activities, strengthened supervision and control of administrative power, and ensured people s democratic rights and promoted the development of a service-based government.

He Yong stressed that in the current and coming period of time, energetic efforts should be made to strengthen the construction of the government affairs service system with the government affairs (administrative) service center as the major bearer and the deepening of the administrative management system reform and the construction of a service-based government as the goal, starting from promoting government affairs publicity and the reform of the administrative examination and approval institution so as to make new breakthrough in optimizing the environment of market economy, score new progress in solving the problems with concerns from the people and make new achievements in promoting the development of the government and enhancing management innovation.

Measures should be taken to continue the reform of the administrative examination and approval system, further classify the existing examination and approval items, standardize practices of administrative examinations and approvals, promote standardized the operation of administrative examination and approval activities, establish and improve the supervision system of exercising administrative examination and approval power, improve the electronic supervision mechanism of administrative examination and approval, pragmatically strengthen supervision on the exercise of administrative examination and approval power, earnestly implement the Regulations on the Disclosure of Government Information, consolidate and deepen government affairs publicity, further improve the decision-making mechanism that includes the participation of the public, expert consultation, legality examination and collective discussion, energetically promote open and transparent operation of administrative power and procedural institutionalization, ensure reliable and trustful contents, dependable process and fair and just results in government affairs publicity, strengthen the construction and management of the government affairs (administrative) service center, implement and improve such institutions as initial responsibility system, conclusion within limited period of time, assessment and evaluation system, and accountability mechanism, establish and improve management, supervision, assessment and accountability systems, ensure orderly operation, standardized management, openness and transparency, high efficiency and honesty in the work of the center, improve the operation mechanisms of government affairs (administrative) service center, enhance the scope of affairs handling in government affairs (administrative) service centers and grant full authority to the center, so as to provide high-quality and efficient services to the masses.

He Yong pointed out that strengthening construction of government affairs service is the effective way to deepen reform of administrative management system and construct service-based government, as well as the important measure to strengthen supervision and restraint of administrative power and prevent corruption from the fountainhead.

Various regions and departments should deepen and promote construction of government affairs service through further improving their recognition, bold exploration and active practice with informative spirit and innovative concepts. Priority should be given to the construction of government affairs service in the agenda through strengthening leadership, implementing responsibility, improving mechanism and strengthening implementation.

Efforts should be made to further integrate resources through combining various work such as reform of administrative examination and approval system, government affairs publicity and electronic government affairs for coordinative arrangement and collaborative promotion, actively promote construction of electronic government affairs, improve management and organization by taking advantage of modern information technologies, timely publicize the decision-making process of government, service procedures, affair-handling approaches and results so as to accept supervision from the masses, timely summarize good practices and experience through simultaneous practice, exploration, improvement and development, strengthen theoretical exploration and constantly improve the level of the construction of government affairs service.

During the conference, He Yong conducted investigation and research on the economic and social development and the work of combating corruption and upholding integrity in Inner Mongolia Autonomous Region and visited cadres of local discipline inspection commissions and supervision departments. Ma Wen and leaders of Inner Mongolia Autonomous Region accompanied He Yong during the investigation and research.
