Governor Liu Weiping was interviewed March 9 2011 by CCTV host Sa Beining and was invited to write down a Happiness Formula on a Happiness Card : year 2011 + an increasing income + health= happiness.
The interview focuses on health care policy reform of Gansu province in recent years. Concerning what government departments can do to keep a balanced health care service distribution and to transfer more medical service to rural areas and economically undeveloped regions, Liu said In recent years, the central government has been increasing transfer payments which aims to narrow the gap of health undertakings between urban and rural areas. Gansu has adopted some new policies such as increasing the expenditure on improving medical equipments and environment of medical institutions as well as the income of health workers; encouraging doctors from cities to deliver health service in suburban areas by providing them favorable working and living conditions.
When answering the question of what the happiness formula is for Gansu, Governor said, Gansu is an economically undeveloped province and people s living standard is below average level. In this case, happiness for Gansu people means an increasing income and a healthy family. As for the Governor himself, he expressed that his goal is to fulfill these expectations.
