On November 18, 2008, the National Experience Exchange Conference of Deepening Governmental Affairs Publicity was held in Nanjing, Jiangsu Province. He Yong, Secretary of the Secretariat of CPC Central Committee and Deputy Secretary of Central Commission of Discipline Inspection addressed the conference. He stressed that measures should be taken to fully implement the spirits of the 17th Party Congress and the first, second and third sessions of the 17th Party Congress, hold high the great banner of socialism with Chinese characteristics, take the Deng Xiaoping Theory and the important thought of Three Represents as the guidance, deepen the implementation of the Scientific Outlook on Development, resolutely implement the important decisions and deployments of the CPC Central Committee, constantly deepen the work of governmental affairs publicity under new situations and make new contribution to promote the great cause of the socialism with Chinese characteristics.

He pointed out that after the 16th Party Congress, various regions and departments vigorously implement the work of governmental affairs publicity under the firm leadership of the CPC Central Committee and the State Council, making great achievements. Various levels of the administrative system and related organizations publicized their governmental affairs to different content.

The Ordinance on Governmental Information Publicity came into effect formally, marking the gradual improvement of the system of governmental affairs publicity. The carrier of governmental affair publicity is becoming more diversified; the e-governmental affairs is progressing gradually; administrative service centers have been universally established; and governmental websites and governmental hotlines have been opened to public in most regions.

The leading system and working mechanism of governmental affairs publicity are constantly improved and the situation of CPC and Governmental departments making joint efforts and various departments cooperating with each other has been basically formed. The deepening of the program of governmental affairs publicity has strengthened supervision on administrative power, promoted the transformation of government functions, secured people s democratic rights and promoted the self-construction of the government.

Various regions and departments have deepened their understandings to the working rules of governmental affairs publicity and accumulated valuable experience. The experience includes: adhering to the principle of focusing the center and serving the overall situation to provide important guarantee for sound and fast economic and social development; adhering to expanding people s democracy to pragmatically secure people s rights to know, to participate, to express and to supervise; adhering to promotion on the basis of overall planning and stable implementation so as to be in line with the goal of constructing a service-oriented government, responsible government, legal government and honest government; adhering to the principles of strictly abiding by the law, being comprehensive and honest, and providing services timely and facilitating the people to constantly improve the level of systemization and standardization of governmental affairs publicity; and adhering to the leading system and working mechanism of governmental affairs publicity to integrate efforts to promote the work.

He stressed that deepening the program of governmental affairs publicity is the necessary requirements of promoting reform of administrative management system and improving socialism market-oriented economic system, the important content of realizing the goal of the people mastering their own affairs and developing socialism democratic politics, the objective demand of maintaining social stability and constructing socialism harmonious society, and the key measures of strengthening restraint and supervision on power and preventing and rectifying corruption.

Various regions and departments should precisely master the new requirements of deepening the implementation of the Scientific Outlook on Development to the program of governmental affairs publicity, fully understand the important significance of deepening the program of governmental affairs publicity and pragmatically increase the sense of responsibility of doing the work.

He required that measures should be taken to earnestly implement the decisions and deployments of the CPC Central Committee and the State Council, highlight the key working points, increase working efforts and constantly deepening the program of governmental affairs publicity. Efforts should be made to deepen the implementation of the program of making the administrative power operation open and transparent, fully check up and examine administrative authorities, improve the regulations and procedures of administrative decision making, actively explore the public carriers of increasing the administrative efficiency, standardizing right operation, making convenient procedures of making people informed and facilitating people s supervision.

The Ordinance on Governmental Information Publicity should be earnestly implemented to properly handle the relations between publicity and secrecy, active publicity and publicity by application according to law, internal management and external supervision, and paying attentions to offices and bringing along the whole system so as to ensure the full, proper and effective implementation of the Ordinance.

Efforts should be made to earnestly implement the spirit of the Third Plenary Session of the 17th Party Congress, more consciously and organically combine the programs of governmental affairs publicity of the municipality and county level, governmental affairs publicity of the town level, construction of the grassroots regime in rural areas and the construction of Party s style of work and good governance, constantly improve the performance of governmental affairs publicity in the local areas, and ensure the smooth progress of the development of rural reform.

The work of governmental affairs publicity during the implementation of measures of further enhancing domestic demands and promoting economic growth should be earnestly done and the requirement of openness and transparency should be implemented throughout the whole processes of the investment project implementation and capital management and utilization.
