He Guoqiang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Central Commission for Discipline Inspection of the CPC stressed at the First Session of the Joint Conference of Corruption Prevention on April 25 that measure will be taken to deepen the study of the spirit of the 17th Party Congress, thoroughly implement the strategic guideline of eradicating the fundamental problems, comprehensive rectification, combining punishment with prevention and putting emphasis on prevention, adhere to the principle of taking effective measures on both punishment and prevention so as to punish corrupt officials and strengthen prevention efforts, and do a good job in corruption prevention work with more active attitudes so as to constantly eliminate the soil for corruption.

He pointed out that in the current and future periods of time, the work of corruption prevention should focus on perfecting the system of punishing and preventing corruption, strengthen power restrain and supervision, deepen reform and innovation system, expand the working realm of preventing corruption from the sources and make efforts to establish the long-lasting mechanism of anti-corruption, the system of combating corruption and upholding integrity and the mechanism of supervising and controlling power operation.

Efforts should be strengthened to formulate the 2008-2012 Working Plans of Establishing and Perfecting the System of Punishing and Preventing Corruption so as to further clarify the general requirements, guiding principles, working objectives and major tasks of corruption punishment and prevention work in the next five years by earnestly implementing the Plans; measures will be taken to strengthen education to CPC members and cadres, especially leading cadres on concept and belief, Party s discipline and style of work, honest governance and working hard so as to consolidate the fence against corruption; the work of integrity and self-discipline of leading cadres should be strengthen to prevent developing from minor errors into gross errors and make leading cadres not to make mistake or make less mistakes; efforts will be made to promote reform and system construction, stop up the system loopholes and prevent and rectify corruption from the sources; the comprehensive efficiency of case study should be strengthened to analyze typical cases and earnestly summarize lessons so as to combine case study with intensifying education, perfecting system, strengthening supervision and deepening reform.

He stressed that establishing National Bureau of Corruption Prevention (NBCP) is an important measure taken by the CPC Central Committee and the State Council in light with scientific judgments to deepen the work of preventing corruption. NBCP should earnestly fulfill its duty, organize and launch corruption prevention work from the state layer and administrative angle and pragmatically do the comprehensive, coordination and service work of corruption prevention.

It should establish the coordination and contact mechanism with various departments, offices and divisions of Central Commission for Discipline Prevention of the CPC and various offices of Central Government departments to strengthen inspection and study on the situation of corruption prevention and working progress, put forward working plans of corruption prevention and inspect and urge the implementation of the work; it should also timely report information to related units and listen to their opinions so as to support and coordinate their corruption prevention work in their duties; NBCP should concentrate its efforts to make breakthroughs on some prominent problems that have attracted high attention from the society and aroused violent responses from the masses according to the working plans of corruption prevention so as to win people s confidence.

Meanwhile, NBCP is responsible for international cooperation and assistance in the field of corruption prevention.

He pointed out that establishing the system of Joint Conference of Corruption Prevention is conducive to planning and coordinating various policies and measures in the work of corruption prevention so as to make joint efforts in corruption prevention. Member units of the joint conference should give full play to their respective advantages, earnestly fulfill their duties, and promote the implementation of the work based on the realities of their work.

While taking into consideration the overall situation, they should make researches and put forward measures and suggestions according to the deployments and requirements of the CPC Central Committee, focusing on the central work of the CPC and the state, and targeting the general orientation problems in anti-corruption work, strengthen coordination and cooperation, timely conduct communication, report work, exchange information and integrate resources by fully utilizing the platform so as to fully implement related requirements of the CPC Central Committee and create a new situation for corruption prevention work.
