Yesterday, Xia Deren, member of the Standing Committee of the CPC Liaoning Committee and secretary of the Dalian Party Committee, went to Changxing Island Harbor Industrial Zone and Wafangdian for a field study on local construction projects and development of industries. He stressed that the two areas should strengthen cooperation, uphold the principle of incremental adjustment, work together toward a modern industrial cluster and make greater contributions to Dalian s transformation of economic development mode. Wang Ping, member of the Standing Committee of the CPC Dalian Committee and secretary-general of the Dalian Party Committee, Vice Mayor Qu Xiaofei, Xu Changyuan, secretary of the CCP Affairs Work Committee and director of the Administrative Committee of Changxing Island Harbor Industrial Zone, Assistant Mayors Jiang Zhong and Liu Yan, and leaders from relevant departments of the Dalian Party Committee and the Municipal Government, joined the tour.
Cold and windy though it was, people in the two areas were in high spirits and enthusiastic in their work. Xia first visited the Precision Technology & Manufacturing Industrial Park (New Area) of Wafangdian Bearing Group Corporation (WBGC) for the planning of industries. He expects that WBGC will implement the strategy of commanding heights to develop new bearings supporting industries, carry out the national revitalization plan for major machinery parts and turn itself into a large bearing group with international competitiveness. Xia visited Dalian United Wind Power Bearing Co. Ltd. and Dalian Dongjian Windpower Equipments Co. Ltd with great interest, and encouraged them to develop themselves by planning from a high starting point, constructing at a high level and developing with high efficiency, and to push forward the cluster development of Dalian s equipment manufacturing industry. After that, Xia went to Dalian Huarui Heavy Industry Steel Casting Co. Ltd. for their windpower ductile iron and propeller projects. He was very happy while learning that the project of windpower ductile iron will bring an annual income of 990 million yuan, profits and taxes of 150 million yuan. He praised them and expects they will achieve leapfrog development with innovations and continue to be the leader of the field in the province, in China and even in the world. In his visit to Tianyuan Industry (Dalian) Co. Ltd., Xia encouraged them to strengthen the building of their R & D team for more world-leading technology. In Changxing Island Harbor Industrial Zone, Xia went to the Ship Supporting Industrial Area Building to listen to a work report. After that, he visited STX a shipbuilding enterprise to inspect their Crankshaft Manufacturing Plant, and affirmed their advanced technologies. Finally, Xia went to the 300,000-ton crude oil terminal under construction and the construction site of Hegre Pharmaceutical Co. Ltd. He was deeply moved on seeing so many good and prospective projects progressing smoothly. He expects that local leaders and entrepreneurs will make greater efforts and forge ahead for more brilliant achievements during the period of the 12th Five-Year Plan.
After listening to the work reports of Changxing Island Harbor Industrial Zone and the Wafangdian Party Committee, he affirmed their achievements during the period of the 11th Five-Year Plan and urges them, during the period of the 12th Five-Year Plan and in the next year, to carry out the spirit of the recently closed 10th Plenary Session of the 10thCPC Dalian Committee, and to strive for the strategic development new leap forward with scientific development as the theme and the transformation of development mode as the main line. He put up four requirements. First, we mustmake a greater contribution to the transformation of economic development mode with a great sense of responsibility. Both transportation and the strategic position of the Bohai Sea Group are very important. In particular, the major industrial projects accumulated during the period of the 11th Five-Year Plan in the two areas will be the main battlefield for Dalian s industrialization, for the transformation of development mode and for the city transformation. Dalian will speed up the shift of industrial projects and the extension of infrastructure northward to improve the functions and development of the Bohai Sea Group. Second, we must uphold incremental adjustment to establish a modern industrial cluster. With various favorable opportunities, we will bring in the most advanced elements of investment and development both at home and abroad to the two areas in order to improve their regional competitiveness, and build them into a world-class industrial base for nuclear power, petrochemical, shipbuilding and heavy industry, wind power equipment and bio-pharmaceutics. Third, we must hold high the banner of opening-up in order to scale opening-up heights in the Liaoning Coastal Economic Zone. We will give full play to the leading role of Changxing Island in the opening-up to push it to a new height and a new starting point so as to make it the most dynamic and competitive area in Northeast Asia as well as a bridgehead of Dalian s opening-up. Fourth, we must enhance cooperation and establish a development mechanism of interaction and integration. As a leader, Changxing Island should take the lead in and bring radiation to the development of its surrounding areas; as the hinterland of Changxing Island, Wafangdian should do everything possible for better supporting services. Both areas will learn from each other and have mutual exchanges to jointly push forward the Bohai Sea Group and to make a greater contribution to Dalian s macro-urbanization.
Xia said finally that we should make greater efforts for the guarantee and improvement of people s livelihood, increase input into the issue, accelerate the development of education and health, and try hard for better employment to increase the income of urban and rural residents. In the progress of urbanization, we should greatly care about and address people s essential interests in order to develop, protect and realize them. We should also strengthen and improve Party building, in particular to build a leading team of excellent political quality, a good style of work, honesty & integrity and high efficiency in order to create a better situation for promoting the new urban area construction.
