Yesterday, an annual Work Conference on Safe Production was held, ringing a safety alarm again. Many lost lives and tragedies because of production accidents make people feel the heaviness of the word safety . Mayor Li Wancai attended the conference and said firmly: We should severely crack down on those areas, industries and enterprises with frequent accidents, serious hazards and illegal violations, on whom we will not hesitate to suspend production for the purpose rectification, to get them closed down or even to clamp down on them. Municipal leaders Li Jingrui, Zhang Zhong, Qu Xiaofei and Zhang Rongjie, Zhang Shikun, director of the Administrative Committee of Jinzhou New Area, and Lu Lin, director of the Administrative Committee of the Dalian Free Trade Zone, took part in the conference. Qu summarized the issue of safe production in 2010 and deployed tasks for the next year as well. The person-in-charge from the Dalian Administration Bureau of Working Safety briefed the attendees on the production accidents in 2010 and on the pre-warning for them next year. On behalf of the Dalian Municipal Government, Qu signed duty agreements for target control of safe production in 2011 with relevant units, and awarded some neighborhoods who had won the title of National Safety Community with certificates and prizes.
It is learned from the conference that, next year, Dalian will launch an action of cracking down on illegal production and punishing violations to set up a standard of safety law and order; focus on specific rectification in some key industries and areas to eliminate hidden hazards; close down non-coal mines with severe hidden dangers, shift the non-coal mine strategy northward, cut down the total number of non-coalmines and accomplish the on-line monitoring of Huatong Copper Mine tailings; step up the logistics park for dangerous chemicals, continue to reorganize chemical industrial zones and smallchemical companies to get all the chemical industry enterprises into the park ; treat hidden dangers that the chemical enterprisessafety protection distance may not address,or where chemical equipment automationdoes not meet the demands of safe production and the risk control of dangerous chemicals is not effective; be strict with the admission of safe production rules in all enterprises to promote enterprisestandardization; adjust occupational health surveillance systems for a safer workplace; increase safety input to enhance the effectiveness of prevention and response to accidents or disasters.
Li continued that, though 2010 was an extremely difficultyear for Dalian s safe production, all of us worked hard and did a lot. We have good momentum for economic and social development owing to the safe and stable environment.
In 2011, there will be a very serious situation for production safety due to increasing industrial risks: there are about 150 dangerous chemical enterprises and 2,200 chemical-managing enterprises throughout the city. Meanwhile, their hidden hazards unsolved in the past are more difficult to control. Traffic safety is another serious problem we have to face: traffic jams are getting serious due to the increasing number of private vehicles, which puts greater pressure on traffic safety. All of these hidden risks are challenging production safety. In some major industries with frequent accidents, there has been no improvement this year: there were 4 major incidents, plus one major road traffic accident and the 7.16 oil pollution incident. The continuousoccurrence ofthose bigger accidentshas beenrareover the past decade, bringing us much pressure in production safety.From these incidents we can tell that some of the enterprises or units haven t implemented the main body of their responsibility for safe production, and some have had severe problems such as illegalproduction andillegal operations, which makes us determined to correct and control them next year.
Li stressed finally that governments at various levels, relevant departments and all enterprises should fullygrasp the spirit and instructions of the Central Government for production safety, take the work as an important task for improving people s livelihood and strengthening social management, enhance its supervision and implementation with the spirit of great responsible for the city s construction & development and for the safety of people s lives, ensuring an end to large production accidents. Governments at various levels should be willing tospend money on production safety, increase input in the treatment of hidden dangers, in protection and in supervision since it is the hard measures to strengthensafety supervision, build a solid foundation and respond effectively toincidents.The special fund for safe production in all theboroughs should be kept at the required amount and should be increased year by year; the annual increment of the Municipal Government special fund, based on 100 million yuan, should be no less than that of financial revenue. Governments at various levels should also reinforce the building of safety supervision teams with great support for its preparation and the number of leading posts so as to set up a completeproduction safety supervisionand law enforcementsystem.
