Zhang Jianfei, mayor of Changsha, presented awards to the seventh batch of outstanding experts across the city.
The Changsha Talent Working Conference was convened on the morning of Dec.12. The Outline of Changsha's Medium and Long-Term Plan for Talent Development Plan (2010-2020) was issued at the meeting.
Chen Run er, secretary of the CPC Changsha Municipal Committee, delivered a speech at the meeting. He stressed that strategic importance should be attached to invigorating the city through human resources development in a scientific way. Efforts should be made to build the Changsha Pioneering District on the West Bank of the Xiangjiang River into a special talent zone. Priority will be given to the training of talents in areas of innovative technology and science, leading enterprises management, skill-oriented professions and the Party and government strategic leadership.
In order to attract more talents, the city will increase investment in various channels such as funds and policies. Due attention will be paid to the implementation of nine projects like the personnel training of scientific and techonological leading talents. A series of forceful guarantee measures will be rolled out including the method of selecting cadres on a competitive basis. This aims to ensure the selection of leading cadres of the Party and government from a wider range.
Additionally, the meeting gave commendations to the seventh batch of outstanding experts of Changsha and the fifth batch of candidates for academic and technological leadership training.
