The Second Joint Conference of Corruption Prevention: Adhering to the guidance of the Scientific Outlook on Development to Deepen the Work of Corruption Prevention (Photos)

On December 15, 2008, the second Joint Conference of Corruption Prevention was held in Beijing. Ma Wen, Deputy Secretary of Central Commission of Discipline Inspection, Minister of Supervision and Head of National Bureau of Corruption Prevention (NBCP) presided over the conference and delivered a speech. Qu Wanxiang, Member of the Standing Committee of the Central Commission for Discipline Inspection of the CPC, Vice Minister of Supervision and Deputy Head of NBCP briefed on related information of corruption prevention. The joint conference researched the problems related to corruption prevention work that need overall planning and coordination and discussed the corruption prevention work of the next year. The conference stressed that guided by the Scientific Outlook on Development, while severely punishing corruption, measures will be taken to further strengthen corruption prevention work according to the deployment of 2008-2012 Working Plans of Establishing and Improving the System of Punishment and Prevention of Corruption so as to constantly expand the corruption prevention working realm from the source and gradually eliminate the soil and condition of corruption.

The joint conference pointed out that the Scientific Outlook on Development should be used to guide corruption prevention work so as to correctly control the political orientation of the work. Corruption prevention work should be constantly planned under the overall situation of the Party and the Government, and from the general situation of the construction of combating corruption and upholding integrity.

Efforts will be made to adhere to the leading system and working mechanism of corruption prevention, and earnestly implementing the responsibility system of constructing Party s style of work and integrity so as to form the integrated efforts combating corruption featuring Party and Governmental departments making joint efforts, various departments undertaking their respective responsibilities, Central Commission of Discipline Inspection making coordination and the masses participation.

With the goal of promoting sound and fast economic and social development, the areas of preventing corruption from the source should be expanded. The difficulties in corruption prevention should be solved through reform and the corruption prevention work should be integrated into various important decisions and reform measures so as to block the loophole of corruption.

Measures should be taken to pragmatically implement the people-first concept in the process of combating corruption and make realizing, maintaining and developing the vast people s fundamental interests the starting point and focus of corruption prevention campaign so as to energetically resolve the prominent problems that have provoked the masses.

Efforts should be made to constantly explore and summarize new experience that meets the requirements of the Scientific Outlook on Development and realize the strategic goal of effectively preventing corruption.

The conference required that measures should be taken to solidly promote various work of corruption prevention according to the deployment of the Working Plans. Efforts should be made to strengthen supervision and restrain to power, continue to promote Party affairs publicity, improve the systems of Party affairs publicity, factory affairs publicity, deepen the process of making administrative power operation open and transparent, strengthen supervision on leading cadres, especially major leading cadres, promote corruption prevention and rectification from the sources, adhere to the principle of promoting the work of corruption prevention through the concept of reform and innovation, deepen reforms in aspects such as cadre personnel system, judicial system, administrative management system, fiscal management system, financial system, investment system and state-owned asset operation and management system, intensify the work of permanently resolving problems from the sources, improve the system of public resource allocation so as to give play to the fundamental roles of the market in resource allocation to greater extent, and perfect law and regulation construction of combating corruption and upholding integrity to expand the system enforcement.

Further efforts should be made to prevent corruption in some key areas and earnestly find out loopholes in system and management in the key areas and important links that are vulnerable to corruption and explore ways and measures to resolve problems. The concept of prevention should be used to rectify the prominent problems that have aroused violent response from the masses.

Targeting the problems that are closely related to the masses such as food and drug security, work safety, ecological protection and house relocation for land requisition, on the one hand, efforts should be strengthened to rectify such problems, severely investigate and affix the responsibilities of related personnel so as to restrain the trend; on the other hand, the concept of prevention should be used to find out the permanent solutions so as to make efforts to establish and improve lasting and effective mechanisms.

The conference required that the roles of the Joint Conference for Corruption Prevention should be brought into full play so as to promote the important reforms and system construction in corruption prevention. Measures should be taken to strengthen coordination and cooperation so as to integrate efforts in corruption prevention, and intensify inspections and researched to actively explore new experience and ways in launching corruption prevention.
