Baosteel Group Talent Team Building Mid to Long-Term Scheme (2010-2020), Talent Scheme for short was officially released in recent days, signifying a new phase of development in Baosteel talent work.

The Talent Scheme clarified talent team building guidelines of Baosteel to be based on new round strategic development plan, under overall and fundamental mentality of value management and "dual paths" growth through enhancement in segments of quantity, quality, structure, performance, efficiency, cultivation, encouragement and environment.

It focused on improving competence and development environment, renewing mechanism to stimulate creative dynamics, actively utilizing and exploring talent resources at home and abroad to facilitate professional, market-oriented, specialized and internationalized development. With emphasis on high-level talents and team building improvements in a wholly manner, it aimed to boost continued value creation and adding, improve Baosteel core competence and competitive advantages, intellectually support and safeguard Baosteel scientific, built-to-last development and starting a new undertaking.

The Talent Scheme defined general arrangement of talent team building in Baosteel: sticking to service with priority in talents; sticking to advanced leadership in overall development; sticking to mechanism optimization through reform and innovation; sticking to truth in changing facts based on pragmatism.

It raised general and specific objectives of talent team building: establishing Baosteel Talent brand centered on new round strategic development plan to fulfill demands of overall development; building well-behaved talent team, fully satisfying corporate requirements of strategic development, with comprehensive skills, physical and mental health.

During 2010-2020, sustained steady improvements should be made in talent quantity, performance, efficiency and work appraisal, with positive features of mutual development between employees and enterprise, all kinds of talents growing to full potential.

A pragmatic management team with "excellence in leadership, high degree professionalism, cross-region capability and creativity" aiming at enhancing modern management and enterprise international competitiveness, cultivating and developing Baosteel leadership will be formed; a properly structured technology team covering all industrial units and key scientific and technological projects under requirements of technology leadership and service precedence, aiming at enhancing corporate core competitiveness will be integrated around technology leaders; a properly-staffed, scientifically planned and high-skilled technical personnel team centering on enhancing professional performance and skills, emphasizing talent development and increasing percentage of high-skilled talents in all industrial manufacturing units should be cultivated.

The Talent Scheme raised seven major tasks of Baosteel talent team building (2010-2020), namely steadily carrying forward team building for management, technology and operation; setting up capable, efficient and sound boards of directors and supervisors; cultivating all-round working personnel for the party and the multitude; enhancing cultivation of internationalized talents; discovering, cultivating and attracting leaders with entrepreneurship, technology innovation spirits and in strategic short supply. It also listed eleven key projects of team building development plans for board and supervisory board, future leaders with entrepreneurship, "four in one" working personnel of the party and multitude, golden apple program, green apple program, professional partnership, high-skilled, internationalized talents, headquarter functional department personnel, high-level core talents and specialized talents of diversified industries.
