The Working Conference on Development and Reform of Hunan Province & the Symposium on the Twelfth Five-Year Plan was convened in Changsha, capital city of Hunan Province, on December 29. The conference was held to implement the deployment of the Economic Working Conference of the CPC Hunan Provincial Committee, and arrange the work related to economic and social development.
According to the conference, Hunan will focus on stimulating scientific development, invigorating the province and enriching the people, following the main line of accelerating transformation of the development mode in order to maintain sound and rapid economic and social development.
Efforts should be made to promote new-type industrialization, new-type urbanization, agricultural modernization, informatization and the construction of the "Two-oriented" Society (resource-conserving and environmentally friendly society). Priority will be given to the transformation of industrial development mode to upgrade traditional industries and develop emerging industries with strategic importance. Agriculture will be equipped with modern material facilities and improved through modern technologies so as to promote agricultural modernization. Urban infrastructural facilities and basic public services will be further extended to rural areas in a bid to advance new-type urbanization. Input will be increased to information infrastructure and full play will be given to the role of major and high-quality projects in pushing forward greater input and development.
Endeavor will be made to stabilize and boost consumption, further promote "Rural Retail Market Project" (a project launched in 2005 to propel the establishment of modern circulation enterprises in rural areas) and "Double Hundred Market Project" (a project to support the development of 100 large wholesale markets and 100 large enterprises engaged in farm products circulation), and foster such consumption areas as culture, tourism, and fitness. Attention will be paid to keeping the overall price level basically stable, increasing residential income, speeding up the construction of affordable housing projects, and improving the public service system.
Yu Laishan, executive vice governor of Hunan Province, and Jiang Zuobin, director of the Development and Reform Commission of Hunan Province, attended the conference.
