Changsha County Sets up Open Government

The Press Conference on Preliminary Achievements of Serial Systems Establishment of Open Changsha County Government & the Launching Ceremony of the Rural Service Platform was held on December 23. It marks the official operation of the platform for open government information and public participation, and it also serves as a vivid case of villagers participation in the government s administrative decision making.

Supported by village committees, the rural service platform for establishing an open government consists of network information system, paper information system, messenger system, and hardware system. There are carriers and systems for disclosing government information, collecting and providing feedbacks on public opinions, providing government affairs service, and guiding villagers to participate in administrative decision making.

Changsha County has selected 38 villages as the pilot areas for rural service platform this year. The platform is expected to be promoted across the whole county within five years.

In 2011, the county will formulate and implement the serial systems of open government in an all-round way, make government information further open, and increase the awareness of public participation.
