As the first local regulations on urban management in China, the Regulations on Changsha Urban Management (hereinafter referred to as the Regulations) shall go into effect on June 1, 2011.
The term of urban management is defined in a relatively proper manner in the Regulations. The goal of urban management is designed to meet citizens living needs and job demands, and it covers public affairs and public order including urban public facilities, road traffic, urban appearance and sanitation, environmental protection, and afforestation.
Considering some districts in Changsha city proper are unable to meet the standards of urban management for the moment, special provisions are made in the Regulations: those districts shall be allowed not to conduct urban management for the time being after approved by Changsha Municipal People s Government. However, after approval, urban management shall be carried out in accordance with the Regulations at the seats of the people s governments of Changsha County, Wangcheng County, Liuyang City, and Ningxiang County and those relatively developed organic towns that have met the requirements of urban management.
In content, the Regulations make good omissions and deficiencies of relevant systems on urban management and lay down provisions on planning compilation and management of public facilities in urban management.
