Science and Technology Daily issues a report entitled Sailing before the Wind: Record of the Innovative Development of Jiangsu Polytechnic University in a prominent position.

The report introduces that with the purpose of serving the petrochemical industry and local economy, JPU has developed unique schooling of applied talents under the guidance of the Macro-Project Concept and formed a distinctive way of Industry-University-Research (IUR) Collaboration and research through the long-run construction of the system of transforming scientific and technological research results into actually productivity. Sailing before the Wind: Record of the Innovative Development of JiangsuPolytechnicUniversity

Many industrial colleges face the question concerning how to keep the characteristics of talent education, scientific research and social services after they turn local. With the purpose of serving the petrochemical industry and local economy, JPU has developed unique schooling of applied talents under the guidance of the Macro-Project Concept and formed a distinctive way of IUR Collaboration through the long-run construction of the system of transforming scientific and technological research results into actual productivity.

In the past five years, JPU has made remarkable achievements in IUR Collaboration and won 35 awards at and above the provincial or ministerial levels, including 2 national awards. In 2008 the school had 107 licensed and patent applications, ranking in top 100 colleges all over the country and top 10 inJiangsuProvince. Our school has been honored College with Excellent Scientific and Technological Advancement in Jiangsu successively. In both 2008 and 2009, it was honored Organization with Strong Support of National Intellectual Property Rights Protection . Prof. Shi Guodong, Party Committee Secretary of JPU told the journalists.

To Strengthen the Cooperation and Form Alliance for Further Development

These years, in addition to projects supported by National Natural Science Fund and Jiangsu Natural Science Fund, JPU has co-conducted with enterprises many vertical and horizontal research projects. Projects concerning IUR cooperation at the college level account for 95% of all the projects. So far it has co-built 18 research and development centers with enterprises and over 70 production, teaching and research bases. It has cooperated with over 300 enterprises in areas of technology transfer, technology development, technical services and technical consultation, etc. The total research fund has amounted to 185.4 million yuan and is annually increasing at a rate of over 20%, giving full support to the school development.

Cooperation on special subjects is established. Professors and doctors are introduced to enterprises. Knowing the projects of the school, the enterprises can have their goal of negotiation to meet the demand. Now, the production, teaching and research bases co-built by the college and enterprises are among the best in Jiangsu province. These bases not only provide technical services and research projects for the enterprises but also create internships for students, which helps students know the enterprises directly and gives them guidance in career choice, knowledge application and technological innovation.

Meanwhile, JPU thinks highly of the cooperation with local governments in the fields of production, teaching and research. So far, it has signed all-round scientific and technological cooperation agreement with eleven municipal, county or district governments and participated in several talks and meetings organized by municipal, county and district governments. Its cooperation with local governments has extended from Jiangsu to other provinces. JPU succeeded in signing an agreement with Shenhua Ningxia Coal Industry Group Co., Ltd through the cooperation with Ningxia Shizuishan Municipal People s Government and becomes the training base of the company s scientists and engineers.

We firmly believe that to build alliance of production, teaching and research is one of the effective ways to expand the service coverage of the three and improve the service efficiency. So far JPU has formed three types of alliance: 1) point-to-point alliance of the school and enterprises. JPU has built 105 alliances of this kind. 2) point-to-line alliance of the school and enterprises. JPU together with many wind power generator set manufacturers and manufacturers of necessary components has built Jiangsu Wind Power Technology Industrial Alliance, which effectively upgrades the wind power technology in Jiangsu as well as the school s serving capacity and quality. 3) point-to-plane alliance of the school and the enterprises. JPU has built with Yixing, Jiangsu Wire and Cable Technology Industrial Alliance. Practice show that to make a good design of the top level of the alliance is beneficial to the expansion of the service scale of production, teaching and research as well as the improvement of service efficiency. To Build Information Platform to Integrate Effective Resources

Through the establishment of JiangsuSci-TechResultsTransformationCenter, IntellectualPropertyServiceCenter and other service platform JPU has built lasting and stable connections with enterprises. The school is now carrying out the 111 Project, aiming clearly at building 100 bases for production, teaching and research, recruiting 100 scientific and technological information coordinators and creating 10 large-enterprises-oriented workstations of production, teaching and research. It is hoped that through the above measures a powerful information platform can be set up.

Vice President Deng Jianning said, Only if we strengthen the functions of the scientific and technological administration, make all-round organization and coordination and maximize the motivation of the school s scientists and technicians can we optimize the allocation of human and material resources and bring the radioactive functions of the new sci-tech innovation platforms into full play to gain the advantages from multidisciplinary joint development. Recently, the school has built seven research institutes, including the new energy research institute, petroleum engineering technology research institute, chemical engineering equipment designing institute. 17 scientific and technological innovation teams have been set up to work together and make joint efforts, combining the disciplinary strengths of chemical engineering, material engineering and mechanics.

In addition, JPU has made full use of subordinate schools and departments when seeking school-enterprise cooperation. The key to the use is to let teachers step out of the campus and join the enterprises and work at the production line. In this way, the school can fully understand the thoughts and needs of the enterprises so that the cooperation can be closer to reality.

To Ripen the Fruits of Innovation and Complete the Evaluation System

College is the creator and owner of high technologies. Despite the high yield of high technologies every year, fewer than 10% can be truly applied to production. To handle this problem, JPU makes full use of it advantages in science and technology, talents, information and so on other than promoting scientific researches. Taking advantage of the National University Science and TechnologyPark in Changzhou Science and Technology Zone, it actively ripens the lab results and have them applied to society.

To push forward the task the college has founded JiangsuSci-TechResultsTransformationCenter. The research results that won the second prize of National Scientific and Technological Progress Award and the second prize of National Technological Innovation have been applied widely both in and out of the industry. A large number of the results are transformed successfully. Recently JPU got five projects supported by Jiangsu Scientific and Technological Results Transformation Fund. The total funds have amounted to 50 million yuan. The school is busy preparing to build the research and development building to improve the research ability and the transformation rate of the research results, especially the high tech results.

Besides, JPU has built the leading and coordinating mechanism for the cooperation and innovation concerning production, teaching and research. It has also established related evaluating and incentive mechanism. The traditional technology-oriented evaluating and incentive mechanism has been reformed to equally emphasize the technology and the industrialization. Scientists and technicians evaluating system has been changed to face the market and enterprises and encourage more scientists and technicians to join the enterprises to create and transform research results.

One thing worth mentioning is that when applying the high-tech results JPU also pays much attention to the construction of specialties and the cultivation of students creativity. We respect the enterprises needs and optimize the talent schooling scheme duly in accordance with the development of the enterprises, industries and society. These have always been the focuses of our work. Zhao Huijun, Director of Department of Oil and Gas Storage and Transportation Engineering, told the journalist. At first the major only focused on the storage and transportation of petroleum and finished oil. However, when the West-to-East Gas Transmission Project started, the storage and transportation of the pipeline gas and liquefied natural gas became the new areas of industrial growth. Under the drive of the enterprises, Zhao s department gradually offers a major covering both petroleum and gas. As a result, now graduates from the department can be seen in many gas enterprises such as Towngas and Xinao Gas as excellent technicians. In the past five years JPU graduate employment rate has been among the top in JiangsuProvince. The university was successively honored College Excellent in Student Employment in Jiangsu .
