The center is granted by the customs a right to function as a port and enterprises can finish their applications to customs at the local regulating customs where the center is located.
The center is operated in the model of inside the territory and outside the customs , domestic goods are taken as exports when entering the center. When the goods in the center are sold domestically, enterprises may declare at the customs according to their practical trading patterns. Therefore, the center can help address the issues like one-day trip to HK of many mainland export-driven enterprises in the link of export and import, thus streamlining the relevant formalities and facilitating the trade.
